Before you install SharePoint 2013, you need to run the SharePoint 2013 Prerequisite installer. This is included with the SharePoint ISO/bits, and can be kicked off by running prerequisiteinstaller.exe from the SharePoint ISO. This will prep the server for SharePoint to be installed, including adding any roles/features to the server. This service pack includes two kinds of fixes: Previously unreleased fixes that are included in this service pack.
